Supported housing services for offenders & ex-prisoners in Scotland

An offender is someone who has been convicted of one or more recordable criminal offences. Offenders who are allowed to carry out the latter part of their prison sentence in the community, under the "statutory licence" scheme, are supervised by Criminal Justice Social Workers. An ex-offender is someone who has served their sentence for their offence/s. Many offenders are homeless when they go into prison, others lose their homes as a result of being in prison, and many have no accommodation arranged on their release from prison. These factors directly relate to an increased risk of re-offending, which can be reduced by the provision of housing information, advice and support. Ex-offenders whose housing needs are met through the Offender Accommodation Service operated by council social work services will also have their housing support needs paid for by social work services. Those who are not accommodated through this scheme will be eligible for housing support services. However, such support will not be funded via the local authority but instead be funded centrally by the Scottish Executive under the funding arrangements for criminal justice social work.
